   沖之口番所跡
 江戸時代、松前藩は藩財政を支える施策の一つとして、福山(現松前)に船舶、積荷、旅人を検査して規定の税金を徴収する「沖之口番所」を創設した。その後、江差と箱館(18世紀のはじめ頃)にも設けられ、文政4年(1821年)沖之口役所と改められた。明治2年(1869年)に「海官所」、さらに翌年に「海関所」と改称された。同8年に北海道諸産物出港規則が制定され、出港税徴収が開始されると、「船改所」と改称され、その徴収業務を担当したが、同20年、出港税の廃止とともに船改所も閉鎖された。
 明治18年(1885年)から構内に配置されていた函館水上警察署は、船改所閉鎖後も存続し、大正15年(1926年)には建物が新築された。現在の建物は、平成18年(2006年)に当時の外観を忠実に復元したものである。
(水上警察署は昭和27年に西警察署と改称し、昭和59年に新築移転した。)

   The Remains of Okinokuchi Bansho
During the Edo period (1603 – 1868), the Matsumae clan established “Okinokuchi Bansho” at Fukuyama (now Matsumae) in order to support its finances. It appraised ships, freight and travellers and collected tax from them.
Branch offices were established in Esashi and Hakodate in the early 18th century. In 1821 its name was changed to “Okinokuchi Yakusho,” then in 1869 to “Umi Kansho,” and a year later to “Umi Sekisho.” When the export of Hokkaido products was regulated and the collection of clearance tax implemented in 1875, it was renamed Funa Aratamesho only to be closed down 20 years later when that system was abolished.
In 1885 the Hakodate Maritime Police Station was located there and it continued its operations even after the closing of the Funa Aratamesho. The Maritime Police Station building, which was reconstructed in 1926, remains there today. The Maritime Police Station was renamed Nishi Police Station in 1952 and relocated in 1984.

(1812年)7月 ここに設けられた
 郵便制度の創始者前島密は幕末期にこの地で学を修
め また箱館戦争の幕軍総裁榎本武揚は後に初代逓信
大臣になる等函館は郵政先覚者ゆかりの地である
 ここに先人の偉業を偲びつつ碑を建てる
